Lock Action
This action permits to lock or unlock a text in a language.
The action is configured as follows:

| locale | The language of the text that shall be locked or unlocked. | string, Mandatory |
| locked | True: Lock the text False: Unlock the text | bool, Mandatory |
Note that the current user requires specific access rights for setting or resetting the lock flag.
